The Senior Operations and Logistics Officer will be responsible and accountable for the delivery of all logistics-related service for the STRengthening Infectious Disease DEtection Systems (STRIDES) activity in Jordan, in accordance with FHI 360 and US Government regulations, policies and procedures. The Senior Operations and Logistics Officer will establish, oversee and/or execute systems for purchasing, supply chain management, travel, logistics, inventory management, facility management, fleet management and other administrative activities in support of successful project delivery. This position will collaborate with colleagues across departments to identify system needs, process bottlenecks, and to develop unique solutions to enable more timely, efficient, and accountable operations. He/she will support compliance monitoring, enforce systems that mitigate waste, fraud and abuse and develop instructional materials and facilitate trainings for staff as needed.
Accountabilities:
- Lead procurement processes in coordination with the Finance and Technical teams, ensuring compliance with US Government and organizational policies.
- Develop and maintain a procurement tracking system to monitor timelines and delivery status.
- Identify, vet, and manage vendors, support competitive bidding processes and documentation.
- Establish and maintain asset and inventory registry in Jordan, including equipment allocation & maintenance, and dispose of assets in accordance with donor regulations.
- Support supply chain planning and delivery of goods and equipment to program sites.
- Ensure logistic and procurement activities are properly documented and fully adhere to US Government export compliance as well as Jordan importation & customs regulations and relevant protocols.
- Collaborate with HQ support departments to identify operations and administration process bottlenecks and develop solutions appropriate for operations.
- Determine field operating costs allocated to logistics and procurement, including expense forecast and pipeline analysis.
- Ensure proper contract administration and vendor performance monitoring.
- Oversee management of project facilities and fleet, including offices, warehouses, storage units and vehicles, ensuring compliance with FHI 360 and US Government regulations.
- Oversee office management functions, including administrative support for travel, activities, meetings, etc.
Desired Candidate Profile
Applied Knowledge & Skills:
- In-depth knowledge of procurement, budgeting, and supply chain management best practices for international development projects.
- In-depth knowledge of US Government policies and regulations governing acquisition awards.
- Working knowledge of managing security protocols for both staff and supplies.
- Capable negotiator, with significant and geographically varied experience establishing contracts, managing vendors, and ensuring products/services are delivered per specifications.
- Strong knowledge of operations, procurement, logistics, and administrative systems within donor-funded projects.
- Demonstrated ability to manage multiple operational processes simultaneously while meeting deadlines in a fast-paced environment.
- Experience implementing and monitoring procurement procedures, vendor selection processes, and documentation requirements.
- Knowledge of international donor procurement regulations expertise with fraud detection and investigation techniques necessary.
- Excellent verbal and written English and Arabic skills required.
