    SEGURA Consulting is a consortium partner on the Jordan Economic Reform Activity Task Order 1 (ERA) led by Chemonics.

    SEGURA is recruiting for a full-time Organizational Development Advisor to support the organizational development and capacity building activities, and develop a culture of continual assessment and improvement, and sustainable reforms.


    BACKGROUND


    ERA is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms.

    Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.


    RESPONSIBILITIES


    Develop, based on current needs, capacity building and tailored on the job training initiatives to improve the experience, analysis, and expertise in business reengineering; sectoral reform; business environment; and communications within the targeted institutions in coordination with relevant component.


    Perform an annual/bi-annual assessment to determine the level of improvement of each counterpart's organizational capacity and performance and the achieved results.


    Develop and implement a plan and the best approaches for counterparts organizational restructuring that aligns with the organization's strategic objectives, improve efficiency, streamlining of operations, and advances economic reforms.

    Develop organizational structures, present options, recommendations and create a plan for implementing changes.

    Participate in the development of the counterparts' strategic plans in coordination with the relevant component.


    Organize individual and group capacity-building workshops, training and seminars on various organizational development topics to support the implementation of the organizational improvement interventions.


    Design and implement a knowledge exchange platform to support counterparts in implementing the agreed-upon interventions and advance economic reform in coordination with other components.


    Develop technical scope of work and the relevant sections of the annual work, monthly reports, quarterly reports, and other needed reports.

    Collaboratively work in a matrixed structure supporting ERA objectives and activities.

    Contribute to periodic planning documents, progress, and impact reports for USAID and other partners.


    Operate with integrity and assurance of confidentiality, commitment to excellence, and compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values.

    Other tasks as assigned by the Institutional Development Team Leader.


    MINIMUM QUALIFICATIONS
    Bachelor's degree in public sector management, public administration, engineering, or another relevant field; master's degree preferred.


    Minimum of eight years of experience in organizational and institutional development, project management, governance, and capacity building of which includes five years management experience.

    Experience in managing organizational and institutional strategies, assessments, and transformations, with both public and private sector institutions.

    Prior experience liaising with Government of Jordan officials.

    Demonstrated knowledge and familiarity with Jordan's operating environment.

    Strong interpersonal skills and ability to work with culturally diverse staff.

    Strong Arabic and English communication skills (oral and written).


    LOCATION OF ASSIGNMENT
    The Organizational Development Advisor will be based in the project's office in Amman, Jordan.
