    UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

    In the Arab States region, UN Women is about to start the implementation of an exciting and unique three-year regional programme entitled 'Dare to Care' with the goal of transforming patriarchal social norms and masculinities, with a focus on three priority countries: Morocco, Egypt and Jordan. This ground-breaking regional programme aims to promote gender equality and women's empowerment using the involvement of men and boys in unpaid care and domestic work as entry point. The programme is also meant to contribute to shift discriminatory social norms and break stereotypes that impede women's participation in paid employment. Working through the Regional Programme and as per a nationally-agreed upon implementation plan developed with national stakeholders and the UN Sustainable Development Cooperation Framework , the 'Dare to Care' regional programme will work towards the achievement of three outcomes:

    Outcome 1: Societies across the MENA region demonstrate an increased involvement of men and boys in caregiving and household responsibilities and more empowerment of women and girls.

    Outcome 2: Key institutions effectively transform patriarchal masculinities and social norms, with a focus on advancing caregiving and household responsibilities of men and boys and the economic empowerment of women and girls.

    Outcome 3: More men and boys are able to take their share in caregiving and household responsibilities with more enabling laws and policies that promote their caregiving and household responsibilities, and paternity leave.

    Duties and Responsibilities:

    Under the overall guidance of the UN Women Country Representative and direct supervision of the UN Women Deputy Country Representative in Jordan- with a matrixed direct supervision of the 'Dare to Care' Regional Programme Manager from UN Women Regional Office for Arab States based in Cairo-, the National Coordinator is responsible for managing the portfolio of the 'Dare to Care' programme at country level in Jordan.

    The work of the National Project Coordinator includes maintaining solid partnerships with key stakeholders of the programme in Jordan working closely with the Government of Jordan and collaborating with civil society (with emphasis on youth and women-led/focused organisations), academia and private sector partners and international development partners working on social norm change; supporting the advocacy efforts with relevant national stakeholders to support the realization of the objectives of the programme in line with national priorities at the national and sub-national levels; day-too-day management of the activities, finances and personnel of the programme in Jordan; contributing to the monitoring and reporting requirements of the programme as well as to the regional initiatives and activities of the programme. The National Project Coordinator will coordinate closely with the work of the UN Women Jordan's programme team to ensure the "Dare to Care" programme strategies, partnerships, tools and approaches have greatest impact on the ground and as per the national areas of work agreed to between the Government of Jordan and UN Women.

    Duties and Responsibilities:

  • Day-to-day management of the national portfolio of 'Dare to Care' programme in Jordan
  • Under the supervision of the Deputy Country Representative, lead the planning, implementation, management, monitoring, coordination and reporting aspects of the 'Dare to Care' programme in Jordan as per the agreed-upon national workplan.
  • Coordinate the overall national Programme/Portfolio work plan development and implementation ensuring strong national ownerships, and ensuring it is as per UN Women's work under the UN Sustainable Development Cooperation Framework and the Dare to Care Regional Programme;
  • Coordinate closely and support the work of the UN Women Jordan's programme team to ensure the Dare to Care strategies, partnerships, tools and approaches have greatest impact on the ground and as per the national areas of work agreed to between the Government of Jordan and UN Women.
  • Liaise with the national counterparts, donors, UN Women colleagues and partners to ensure the Programme results are achieved and resources are managed;
  • Upon close consultation with national partners, prepare and present work plans, periodic narrative progress reports and expenditures status reports to the Regional Programme Manager at UN Women Regional Office.
  • As per UN Women corporate requirements and Jordan CO existing procedures, ensure strong project planning, implementation and monitoring, in collaboration with partners;
  • Lead the documentation of relevant programme activities, issues, and risks;
  • Coordination and supervision of the experts and consultants working as part of the programme on any of its components;
  • Be responsible for the timely preparation and quality control of all substantive technical reports, briefs and required documents.
  • Guide coordination with national and sub-national partners and key stakeholders:

  • In collaboration with the programme team in the Jordan Country Office, initiate procurement of goods and services including preparation of equipment specifications, ToRs and RFPs, managing process for the selection of suppliers, contractors and partners;
  • Coordinate relationships with national partners to support implementation and roll out of the programme in support of national priorities and the regional programme objectives;
  • Provide guidance to partners on the establishment of performance indicators and monitoring the achievement of results;
  • Identify capacity-building needs and support partners through technical assistance, mentoring, training, cross- partner learning, and capacity development initiatives;
  • Conduct field visits to supervise, coordinate and monitor field-level activities of the programme in the country, including to support preparation of field visits of UN Women members from Country Office and Regional Office,
  • as well as donors;
  • Facilitate and support the involvement and participation of partners from Jordan in the regional initiatives and activities of the programme
  • Draft annual and quarterly progress reports of the programme in Jordan; review and coordinate the submission of implementing partners' financial and narrative reports;
  • Provide inputs on programme activities and results to UN Women's Country Office and Regional Office as needed.
  • Day-to-Day management of financial resources of the programme at the country level:

  • Coordinate development and preparation of financial resources of the programme including budgeting and budget
  • The work of the National Project Coordinator includes maintaining solid partnerships with key stakeholders of the programme in Jordan working closely with the Government of Jordan and collaborating with civil society (with emphasis on youth and women-led/focused organisations), academia and private sector partners and international development partners working on social norm change; supporting the advocacy efforts with relevant national stakeholders to support the realization of the objectives of the programme in line with national priorities at the national and sub-national levels; day-too-day management of the activities, finances and personnel of the programme in Jordan; contributing to the monitoring and reporting requirements of the programme as well as to the regional initiatives and activities of the programme. The National Project Coordinator will coordinate closely with the work of the UN Women Jordan's programme team to ensure the "Dare to Care" programme strategies, partnerships, tools and approaches have greatest impact on the ground and as per the national areas of work agreed to between the Government of Jordan and UN Women.
  • revisions, and expenditure tracking and reporting:
  • Oversee and monitor the allocation and disbursement of funds to participating partners;
  • Manage and oversee the financial aspects of the project and ensure the proper delivery of the project budget in the country by the implementing partners according to the project's work plan.
  • Maintain partnerships and support in developing resource mobilization strategies:

  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and
  • donors' priorities and develop the relevant partnerships.
  • Provide substantive inputs to advocacy knowledge-building and management and communication efforts:

  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Support and/or organize major advocacy campaigns, events, training, workshops and knowledge product
  • Required Skills and Experience:

    Education and certification:

  • Master's degree or equivalent in public administration, law, human rights, genderequality, management, social sciences or other related areas is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification would be an added advantage
  • Experience:

  • At least 2 years of progressively responsible experience at the national and/or international level in managing complex and multi-component programme interventions with national partners, preferably related to gender equality, social norms change for gender equality, positive masculinities, and/or women's economic empowerment.
  • Solid experience in coordinating, implementing, monitoring, and evaluating development programmes and projects;
  • Experience coordinating and liaising with government agencies and donors is a strong asset;
  • Experience in community-based programmes is an asset.
  • Previous experience working in the UN system is an asset.
  • Language Requirements:

  • Fluency in English and Arabic.
