    Under the overall management of the Rehabilitation PM, accompany local rehabilitation service providers in strengthening adapted and quality rehabilitation practices.


    Location:
    HI partners areas in Amman, Irbid, Mafraq, Zarqa, and South governorates.


    Reports to:
    Rehabilitation PM

    Interacts Internally with Project Officer and Supervisor, Support team "HR, MEAL, Logistics, Finance..."

    Interacts Externally with HI partners, Therapists, Beneficiaries, CBR volunteers, MOSD and MOH.

    Responsibility 1:
    Capacity building of local rehabilitation service providers and health staff to improve service delivery mechanisms:

    Aim:
    Ensure capacity-building plans are established and run in a timely manner

    Benchmarks:

    Capacity assessment implemented and report produced, capacity building plan produced for each service provider, information and training packages for health staff produced and rolled out in time, implementation monitored, ability to identify and develop capacity building plan with national technical resources.


    Activities:

    • Facilitate communication with service providers, through being the focal point within the service provider facility.
    • In close collaboration with the Rehabilitation PM, ensure the implementation of partner technical assessments, and SWOT analysis to develop the capacity-building plan.
    • Ensure the identification of partners' technical needs to provide quality comprehensive rehabilitation services including user-centered and MDT approach.
    • Support the implementation of a user-centered approach by providing training to the rehab team of the partner on caregivers' intervention and home program with mentoring of its implementation.
    • Train local service providers in using the self-assessment tools and accompany their implementation and the analysis of the data collected.
    • Support local service providers to define adapted capacity-building plans and monitor implementation including analysis of professional practice improvement.
    • Lead the capacity-building process, by providing continuous coaching to the therapists, developing training materials, and facilitating case studies sessions on the management of various impairments
    • Support the various initiatives towards change, in collaboration with the rehabilitation teams of the centers. This includes the continued improvement of technical tools and progressive adoption by the different centers.
    • The Rehab Officers are in the process of developing educational leaflets targeting caregivers to complement information sessions and to increase families' understanding of the beneficiary's situation and possibilities of progress and contribute to the progress with adapted home programs.
    • Identify technical resources required for the implementation of the plan and support their mobilization and contextualization in close coordination with the Rehab PM.
    • Develop training plans, and training materials deliver training in the areas of expertise and organize all capacity-building sessions planned under the project.
    • Provide guidance to partner teams in the identification of persons with disabilities and persons with injuries, needs for assistive devices, and home adaptations.
    • Set up a coaching and mentoring mechanism and accompany its enforcement.
    • Organise regular complex case meetings and evidence-based practices meetings with the service providers,
    • Produce training and coaching reports and coordinate feedback with the service providers for strengthening continuous staff development.
    • Develop family information/education tools and support local service providers in developing and enforcing caregivers' rehabilitation training.
    • Follow up and monitor the activities /services provided by the service providers in line with the identified service criteria.
    • Train service providers on quality criteria and impact assessment tools, monitor data collection and management, and support data analysis,
    • Support the development of tools and methodologies and the definition of manuals for their use by the service providers.
    • Monitor the use of tools and methodologies and support involved stakeholders in their implementation.
    • Contributes to the reputation of the organisation's expertise in rehabilitation (national and international conferences).
    • Analyze all individual and group files, case studies done by the partners' PSS teams. Ensure compliance with technical guidelines in the implementation of activities.
    • Develop family information/education tool and support local service providers in developing and enforcing care givers support in PSS intervention.
    • Participate in the delivery of trainings to the partners' staff and to HI rehab team in PSS perspective
    • Support the various initiatives towards change, in collaboration with the PSS team of the centers. This includes the continued improvement of technical tools and progressive adoption by the different centers.
    • Follow-up and monitor the PSS activities /services provided by the service providers in line with the identified services criteria and ensure a monthly report tracking.
    • Participate in assessments and evaluations relating to the quality of PSS and partners activities.

    Responsibility2:
    Support the referral process and improve the quality of referral services


    Aim:
    CBR Technical support.


    Activities:

    • Assess the level of understanding of rehabilitation among health staff and the CBR team.
    • Develop, and enforce information and training packages to support referrals.
    • Ensure efficient referrals to the rehabilitation centers, based on close follow-up and prioritization of needs by providing training to the CBR support with regular technical FU and support upon on project needs.
    • Contribute to the definition and monitoring of effective referral process between health centers, CBR teams, and rehabilitation service providers.
    • Support PHCs to identify people who are in need of rehabilitation services and link PHCs with rehabilitation services available.
    • Validate the number of sessions that will be covered under the equity fund for the referred beneficiaries to HI partners.
    • Ensure the quality of accessing the referred beneficiaries and ensure the quality of rehabilitation services delivered.
    • Support PHCs to identify people who are in need of PSS services, and the link PHCs with rehabilitation services available.
    • Support and supervising the required needed items for the donation of PSS donation kits, in order to facilitate services provided by partners.
    • Assess the level of understanding of PSS among health staff and CBR team, develop and enforce information and training package to support referrals.

    Responsibility 3:
    Reporting, monitoring, and evaluation.

    Aim:
    Contribute to project monitoring, lesson learning, and reporting

    Benchmarks:

    contribution to planning and reporting delivered in due time, number of case studies/success stories produced, active contribution during lessons learning, information delivered in due time and quality of the analysis provided.


    Activities:

    • Provide monthly reporting on activities to the Rehab PM.
    • Contribute to the development of data collection tools for documenting indicators, collecting data in relation to core tasks, and measuring the progress made.
    • Contribute to the production of donor reports upon request from the Rehab PM.
    • Participate in the analysis and reporting of issues faced by the vulnerable population with a rehab perspective.
    • Participate in lessons learned analysis for adjusting methodologies with the support of Rehab PM.
    • Identify and document the good practices (related to technical service provision) under the project with in the support of Reghab PM.
    • Participate in the production and dissemination of lessons learning exercises and/or good practice documents with the support of Rehab PM.
    • Identification of case studies and success stories to illustrate changes induced by the project and for communication use.
    Confidentiality is required in all these responsibilities.

    This job description is flexible and the Rehab Officer may have additional objectives set by the project manager to ensure the smooth running of the project


    THE SUCCESSFUL CANDIDATE will have:

    • Advanced degree in physiotherapy, occupational Therapy, or equivalent
    • Minimum 5 years' experience in disability/ rehabilitation field, emergency or/ and development context
    • Minimum 4 years' experience in clinical practice
    • Skills in developing training and providing coaching for capacity building
    • Ability to develop information material
    • Analytical skills
    • Ability to work with partners, civil society organizations, or public authorities
    • Skills in users centered approach and center-based rehabilitation
    • Knowledge of referral mechanisms
    Ability to respect deadlines and work under pressure

    Preferable


    • Experience with HI and/or knowledge of its fields of action and approaches is considered an asset

    • Knowledge of equity funds and national social protection mechanisms
    • Fluent in English
    Initial contract will be for a period of 9 months months and the position is based in Amman
