This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.

    Summary of key functions/accountabilities:

    Timely sectoral analysis, input, support and coordination contribute to the Situation Analysis with consistent integration of sex disaggregated data and its periodic update for effective project planning, development and management:
  • Contributes to the Situation Analysis by overseeing data collection, analysis, and evaluation for immunization interventions.
  • Ensures quality sectoral input to the Country Programme Document linked to the immunization program.
  • Quality contributions are made to the development and implementation of the immunization strategies and approaches through participation and collaboration with internal and external partners:
  • Collaborates within the Health section and with other UNICEF sectors, particularly, SBC, Gender, and program communication to ensure integration of the immunization program with other interventions (e.g., nutrition).
  • Participates with UNICEF, Government, non-government organizations (NGOs), and other partners in the development of the immunization strategies and approaches. Ensures achievement of strategic results in line with agreed annual and Country Programme objectives and adopts corrective action to meet program/project objectives.
  • Contributes to the identification, development, and dissemination of new strategies, methodologies, approaches, and tools for improving program delivery with emphasis on project management, evaluation, sustainability of intervention, and community participation based on Human Rights framework and cross-sector approach, in collaboration with other partners (e.g., WHO, Gavi, etc.).
  • Work plan and objectives are strategically established, technical support is effectively provided, and planned results are timely delivered through exercise of strong leadership:
  • Exercises managerial and technical leadership for, and participates in, the development of the results-based sectoral work plan and technical decisions as well as for the administration, implementation, monitoring, and follow-up of immunization activity, consistent with the defined strategies and approaches.
  • Ensures objectives and targets are timely met and achieved meeting the requirements and quality standards, through full coordination between activities, by leading and supporting a team of professional and support staff.
  • Meets with national and international agencies overseeing the management of immunization programs/projects. Participates in meetings with ministries responsible for immunization program/project review and follows up on implementation of recommendations and agreements, and integration of gender mainstreaming across sectors.
  • The capacities of Country Office staff in the region are strengthened through effective capacity building programme in the development, implementation and management of the immunization programme:
  • Guides, coordinates, and organizes a staff training/development program with Regional Health and HQ team to upgrade the capacity of UNICEF Country Office staff enabling them to progressively engage in and lead in the program development, implementation, and management of Immunization program.
  • Oversees the conduct of relevant orientation, workshop, training, and staff learning/development activities.
  • Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, programme coordination, information sharing and knowledge networking:
  • Coordinates activities and exchanges information and knowledge with other programs to contribute to the achievement of overall Immunization program objectives.
  • Participates in establishing effective monitoring, knowledge database/network, and reporting systems to ensure the availability of current and accurate program information/data, and contributes to the development of communication materials and strategies to support advocacy and community participation for the Immunization Program.
  • Maintains close working relationships to establish a partnership and collaboration with external counterparts, including those of the UN, Gavi, and national partners, in order to improve the ability to collect and disseminate relevant data, exchange information on program/project development and implementation.
  • Ensures a significant exchange of knowledge, information, experience, and lessons learned.
  • Effective Coordination with Partners, Including Gavi, WHO Regional Office:
  • Effective coordination with WHO regional office and Gavi to make all joint activities are well represented in the UNICEF regional and country work planning and strengthen the same level of coordination at country level as well.
  • Ensure the regional and country offices are well informed in advance of upcoming global and regional developments, and prepare the country team and take the coordination from the regional level, including through the Regional Working Group.
  • Coordinate Gavi (and other relevant donors) funds, grants, and activities related to national immunization programs.
  • Act as a forum for the exchange of information and experience.
  • Participate in the relevant immunization management teams and working groups.
  • Review the technical assistance requests produced by the joint processes within the countries and coordinate and monitor their implementation.
  • Discuss programmatic and operational issues related to upcoming Gavi strategies with a regional perspective and obtain partners consensus on ways to address country needs.
  • Strengthen the dialogue between in-country partners and global partners, including Gavi secretariat.
  • All required programme reports are timely prepared in compliance with the established guidelines and procedures:
  • Ensures the timely preparation of annual sector status reports in compliance with established guidelines and procedures.
  • Participates in the preparation of all program reports for management, Board, donors, budget reviews, program analysis, and annual reports.
  • Support countries with systems strengthening with immunization as the entry point including for Middle-Income Country Strategies:
  • Improve the quality of the immunization program in line with other health interventions and ensure the sustainable increase in immunization coverage in the region.
  • Monitoring the strengthening of national health systems performance using EPI program-specific outputs/outcomes (i.e., increased and sustained immunization coverage levels).
  • Monitor country progress, by supporting regular program performance reviews (DQAs, DQS, EPI reviews, EPI coverage surveys, etc.), organizing joint missions, and reviewing the different reports.
  • Monitor the performance of activities supported by Gavi in national immunization programs.
  • Serve as a forum for the exchange of experience, information, and opinions in respect of partner support among participating partners and countries.
  • Support the Middle-Income Country Strategy, including required new vaccine introduction (as relevant).
  • Emergency preparedness of immunization is maintained, and in emergencies, emergency responses with effective coordination are provided:
  • Collaborates in forming immunization-related components of the emergency preparedness plan relating to the areas of responsibility. In case of an emergency, participates in monitoring and assessing the nature and extent of the emergency in the assigned area and impact on vaccination.
  • Coordinates and provides assistance to the Country Office in identifying where support is required in terms of immediate response as well as a long-term strategy and plan for the related immunization components.
  • Other assigned duties and responsibilities are effectively performed:

    Education:
  • Advanced degree in one of the disciplines relevant to the following areas: Medicine, Public Health, Paediatric Health, Global/International , Health Policy and Management, Family Health, Socio-medical Sciences, Health Education, Epidemiology, or other fields relevant to immunization.
  • Work Experience: Ten years progressively responsible professional work experience in all aspects of programme management, and/or advisory capacity, in the technical area or programme sector resulting in recognized expertise in the technical area related to immunization.
  • Language Proficiency:
  • Fluency in English and another UN language. Knowledge of local working language of the duty station an asset.
