    • Provide technical guidance to the design of context monitoring and atmospheric data collection approaches/frameworks
    • Support YCLE technical teams and subcontractors in designing context monitoring/atmospheric reporting templates and formats
    • Create the YCLE context monitoring/atmospheric guidebook, including standard operating procedures for conducting atmospherics and context monitoring and reporting and analysis standards
    • Together with YCLE technical teams and USAID, design a set of context indicators critical to USAID/Yemen programming
