    Background

    MNC03 is the country department managing the Egypt, Yemen, and Djibouti country programs. The WBG is a major development partner for all three countries. A rich program of knowledge and analytical work underpins our engagement in all three countries. In Egypt, the Country Partnership Framework (FY23-27) draws upon the recently finalized SCD, CPSD and the CCDR under preparation. It will support the transformation of Egypts growth model towards greater inclusion and sustainability by fostering private investment, human development, and resilience. There is a strong emphasis on policy dialogue in many different areas, including macroeconomic, energy, business environment, regional development, education, health, agriculture, social protection, and transport. The current portfolio is over $6.4 bn. In Yemen, IDA is embarked upon an innovative engagement in a country in conflict, pushing the boundaries of development. Over the past year, more than $1 billion in IDA grants have been provided to help preserve human and development assets in the country. The Country Engagement Note (CEN) provides a framework for our engagement. In Djibouti, the IDA-19 supported by significant leveraging of grant resources provided financing for important development projects. There is a growing program to address social vulnerabilities and support enhanced governance.

    The MNC03 program is managed out of the Egypt country office. The Egypt Country Office has about 80 staff and works as a regional hub for some other functions also. The Yemen program is headed by a Country Manager (CM) currently based in Amman where the Yemen Transitional Office is located. The Djibouti Country Office is headed by a Resident Representative (RR). The Country Director is based in Cairo and is supported in Cairo by 4 Programs Leaders, 2 Senior Operations Officers as well as an Operations Analyst . In addition, in HQ, the office includes a Senior Operations Officer (CPC), Country Officer and a Program Assistant.

    The Yemen Office is looking to recruit a high-performing Operations Officer reporting directly to the Country Manager. The selected candidate will be based in Amman, Jordan.

    Roles and Responsibilities

    The selected candidate will work directly with and under the general guidance of the Country Manager (CM) and will report to the CM. He/she will work in close collaboration with the Country Director (CD), Operations Manager (OM), Program Leaders (PLs) and other members of the MNC03 CMU. The candidate will be responsible for the following tasks:
    • Portfolio monitoring and operational support
      • Support the Country Engagement Note process and implementation.
      • Oversee the active project portfolio and project pipeline, working in coordination with the Country Team and CMU colleagues to ensure quality and timeliness of preparation and implementation support.
      • Work with the CM and OM to analyze and monitor portfolio and operational performance, quality and trends, and contribute to problem resolution with task teams.
      • Follow-up on actions agreed during periodic country portfolio reviews and proactively highlight issues arising during project preparation or portfolio implementation.
      • Contribute with comments to ISRs, ICRs, IEG reviews, Board packages, and other operational documents as needed.
      • Assist the CM in country program management, including business planning and work program preparation, monitoring of work program, quarterly reviews and progress reporting.
      • Oversee the delivery of the ASA by working with CMU colleagues in ensuring quality and timeliness of delivery and adequate dissemination.
      • Serve as a liaison, coordination, and integration point for the extended country team; provide advice on country developments, operational priorities and strategies as needed; help foster teamwork and cross-sectoral cooperation on program preparation and implementation and contribute to country team meetings and activities.
      • Facilitate the preparation of portfolio reviews CPPRs for the Yemen operations and the preparation of other meetings, as well as participate in supervision and other missions, when needed.
    • Program briefs, background reports and other materials
      • Prepare briefs as requested by the CM and the CD.
      • Contribute to the preparation of the Annual/Spring Meetings and high-level visit briefs, including coordination of meetings with authorities and donors.
      • Support the CM in preparing presentations, talking points, PowerPoints and associated documentation for internal and external engagements.
    • General Operational Support
      • Provide regular country and operational updates to the CM.
      • Assist on ad hoc tasks, such as preparation of Donors Meetings, consultations with stakeholders, and in-country visits.
      • Participate with the CM at meetings with the authorities and other relevant events, and contribute to maintaining strong relationships with clients, development partners, civil society and private sector entities.
      • Participate as a key team member of important strategic products activities; and contribute to or lead the preparation of management briefs.
      • Monitor and interpret political, social, and economic developments; develop and maintain understanding of country socioeconomic and political conditions.
      • Assist in determining appropriate Bank responses, and draft and review operational correspondence.
      • Represent the CM when and as required.
      • Specific additional country and program responsibilities may be assigned by the CM as per any evolving work program priorities.

    Selection Criteria

    • Master's degree in a relevant field (Economics, Business Studies, Political Science, Finance, International Relations, or similar field relevant to the Bank's mission.)
    • Minimum of 5 years of relevant experience. Knowledge of Bank operational policies and business practices would be a plus.
    • Proven ability to think strategically, and to apply this to the design and implementation of country assistance programs.
    • Outstanding inter-personal skills with proven ability to work cooperatively with a multi-disciplinary country team, other groups throughout the Bank, and development partners.
    • Demonstrated initiative, leadership skills and drive for results, including ability to undertake diverse tasks within a rapidly changing and demanding environment on short deadlines.
    • Strong problem-solving skills and solutions-oriented attitude.
    • Political sensitivity and mature judgment; and ability to focus on the big picture, while not losing sight of details.
    • Highly developed spoken and written communications skills; including the ability to draft concise briefs, reports and correspondence.
