    Project Background:


    The Jordan Himaya project is a USAID-funded activity that aims to enhance access to and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan.


    The project has two outcomes:
    1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened.

    To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies.

    The project will work with and through local partners, including a Jordanian partner consortium and an all-Jordanian key personnel team, to leverage their expertise and ensure the sustainability and impact of the project interventions.

    Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.


    Position overview:


    The System Management Specialist will play a pivotal role in the Himaya project, providing comprehensive IT support and strategic technological insights.

    This position involves leveraging the Institutional Support Fund (ISF) to procure targeted equipment, systems, and tools, ensuring robust material support to the Government of Jordan (GOJ) stakeholders.

    The System Management Specialist will collaborate with the Deputy Chief of Party and the technical team to conduct needs assessments and stakeholder consultations, identifying material needs and guaranteeing that ISF interventions are results-driven.


    In partnership with ConsultUs, the System Management Specialist will undertake a mapping exercise to standardize case management and establish a unified Information Management System (IMS).

    This initiative aims to enhance existing administrative systems, align case management processes, and explore the creation of a shared, secure database for evidence-based decision-making.

    The System Management Specialist will apply survivor-centered methods to understand processes and access gaps from the survivors' perspective.


    The System Management Specialist will also contribute to Himaya's cross-sectoral Integrated Results (IRs) by providing niche technical and management expertise.

    Working under the Institutional Capacity Lead, the System Management Specialist will engage with national and sub-national counterparts to embed survivor-centered assistance at the institutional level and support Civil Society Organizations (CSOs) and Community-Based Organizations (CBOs) through grants, ensuring the quality delivery of Gender-Based Violence (GBV) services in target hot spots.


    Responsibilities:
    The objectives and duties include, but are not limited to:

    Case Management and Information Management System (IMS)

    Roadmap Development:


    Lead the mapping and analysis of current and planned case management and information systems across relevant institutions and inter-agency collaborations.

    Identify and address gaps in existing systems, providing concrete recommendations for enhancements to bolster the work of protection agencies.

    Design and implement a unified IMS that is aligned with survivor-centered approaches, ensuring seamless integration and data security.

    IT Infrastructure for Case Management:
    Conduct comprehensive assessments of existing IT infrastructure, identifying areas for automated case administration enhancements.


    Develop and oversee the execution of IT infrastructure roadmaps, including studies, cost analysis, and the engagement of specialized experts and consulting firms.


    Coordinate with the Procurement and Grants Manager to ensure the integrity and compliance of IT system procurement, installation, maintenance, and support.


    Case Management Processes:


    Assist in institutional needs assessments related to case management processes, standard operating procedures (SOPs), and their institutionalization among national stakeholders.


    Collaborate with government stakeholders and local partners to refine administrative systems and case management processes, ensuring they are survivor-centered and efficient.


    Cross-Sectoral Engagement:


    Actively participate in cross-sectoral initiatives to enhance the delivery of GBV services and contribute to the project's Integrated Results (IRs).

    Embed survivor-centered assistance at the institutional level, supporting CSOs and CBOs through grants and technical assistance.


    Technical Support and Training:
    Provide comprehensive user support and training, overseeing the support provided by local companies.

    Manage relationships with external System Support Companies, ensuring high-quality service and responsiveness.


    Strategic IT Assessments:
    Perform IT assessments for grantees and project partners in accordance with OIMT standards, generating reports and proposing tailored solutions.

    Assist local office managers in the accurate inventory management of IT equipment.


    Policy and Procedure Compliance:
    Maintain expertise in DAI and USAID policies, ensuring all IT practices adhere to the latest compliance standards.


    Additional Assignments:
    Undertake supplementary tasks as required, ensuring alignment with the project's Field Operations Policy Manual and DAI Operations Manual.


    Qualifications:


    A completed college education in a relevant field, such as Computer Science or Information Technology, and a minimum of 10 years of progressive experience in IT system administration, maintenance, and user support within a development project context.

    Minimum of 10 years of experience in IT systems management, preferably within international development or humanitarian sectors.

    Proven experience in conducting IT needs assessments and developing IT infrastructure for case management.

    Experience in providing technical support and training to a diverse group of stakeholders.

    Demonstrated ability to conduct strategic IT assessments and manage IT policy and procedure compliance.

    Strong project management skills, with experience in preparing procurement specifications and evaluating technical equipment.

    No prior legal convictions for fraud or theft and no prior terminations for cause from a prior employer. A track record demonstrating honesty, trustworthiness, initiative, and self-motivation in handling all assigned tasks.


    Must have English language proficiency, both verbal and written, with the ability to communicate effectively in a multicultural work environment.


    Familiarity with USAID and DAI policies and procedures, with experience ensuring IT practices are compliant with Federal Acquisition Regulation and USAID Acquisition Regulation.

    Ability to work effectively in diverse environments and with cross-cultural teams, showing respect for local customs and practices.

    Skills

    Expertise in mapping and standardizing case management processes and information management systems.

    Ability to identify gaps in IT systems and package these as interventions for project enhancement.

    Skilled in the procurement, installation, maintenance, and support of IT systems and equipment.

    Competency in conducting institutional needs assessments and embedding survivor-centered assistance at the institutional level.

    Proficient in managing relationships with outside system support companies and supervising local IT support.

    Knowledgeable in inventory management and software audits.

    Excellent communication and interpersonal skills, with the ability to maintain confidentiality and handle sensitive information.

    Reporting

    The System Management Specialist will report to the Institutional Capacity Lead.
